Phase I Survey

A Phase I survey in historic preservation is used to identify historic properties (also known as “cultural resources”), which includes both archaeological sites and above-ground historic resources such as commercial buildings, houses, railroads, cemeteries, historic districts, and other resources that are more than 50 years old. Surveys may be designed to identify only archaeological resources, historic resources, or both. Southern Research has conducted Phase I survey of tens of thousands of acres and recorded thousands of cultural resources across Georgia, Alabama, Florida, North Carolina, South Carolina, Mississippi, and Tennessee.

Phase I Archaeological Survey

A Phase I Archaeological Survey is a systematic, intensive search for archaeological sites, typically involving pedestrian survey with shovel testing at regularly spaced intervals. We have conducted hundreds of Phase I surveys, in all types of settings and of tracts from less than one acre in size to those covering many thousands of acres. Our staff is highly experienced at designing and implementing Phase I survey methodologies, from site-probability models using environmental factors (e.g., slope, distance to water) and GIS-based calculations to rigid 30-meter shovel test grids, as well as models that meld aspects of both judgmental and grid approaches. We approach each project on a case-by-case basis, and tailor our methodology to the needs of the specific project. Our staff are highly experienced at customizing Phase I survey strategies based on the varying state laws regulating survey methodologies and the specific geographic conditions of the project areas.

Phase I Historic Resources Survey

A Phase I Historic Resources Survey is designed to identify above-ground historic resources, including commercial buildings, houses, railroads, cemeteries, historic districts, and other resources more than 50 years old. The purpose of these surveys is to inform both our client and SHPO of historic resources within or near a project area, as well as recommend NRHP-eligibility for the identified resources. Southern Research has experienced Architectural Historians and Historians on staff who conduct historic resources surveys following the applicable federal, state, and local laws concerning historic preservation. We routinely consult with the SHPO on individual projects to ensure we develop the appropriate survey methodology as well as meet the documentation and reporting requirements. We assist clients in successfully completing the review process in a timely manner.

Phase I Cultural Resources Survey

A Phase I Cultural Resources Survey includes identifying both archaeological and historic resources, typically involving a physical area of potential effect (APE) as well as a visual APE. The visual APE consists of the area surrounding the physical APE which is viewable from the proposed construction. Southern Research is experienced with performing line of sight and viewshed analysis, using both field methods and elevation data processing in GIS data.
